Type of scam: recovery scam.

The scammers pretend to be African Development Bank - adfb.org. The real bank has nothing to do with the scam; the email address mrskoffi@afdb.org is a spoof.

Same bank was impersonated in a fraud atempt reported in viewtopic.php?f=6&t=18728 while using the email address mrskoffi2007@anpa.biz, and a different phone number.
