The scammers usually delete the videos after showing them to the intended victim. They are evidence of their crime and can be used in court if they get caught with them.

Without information like where you were told to send the money to and what phone numbers the scammer is using etc. we really cannot confirm where the scammer actually is.

Even with those we would only be able to guess in many cases.
We can also sometimes determine where the scammer is from by how the scam went down and how vicious they are when going after their victims.

He received the payment via gift card. He wrote from the line number +234. When I look at his Instagram account, Charlotte also appears to be alive.

+234 is Nigeria.

Have you filed a report with your local police?
If you're in the USA also file a report with the FBI at their IC3 website.

I don't live in the usa. The local police said that because the scammer is abroad, there will be no results. I don't expect what will happen. I've been trying to start with regret for 1 month

You might try the other resources I sent a link to.
Generally speaking, the police are correct. Little will be done by them.
The problem is too widespread and the scammer being in Nigeria where they do not have jurisdiction leaves them little choice but to ignore the problem.
You might also report it to the EFCC in Nigeria.

As I said, the Video has more than likely been deleted already. It is criminal evidence against the scammer that can be used in court if they are caught with it.

If they aren't contacting you then go on with your life.
If they do contact you, block them and start your time offline over again.
