Identifying the blackmailer?

I was / am being extorted by a blackmailer in Eastern Europe. I know their Country and City. They provided me with a crypto address of theirs that is associated with a major crypto exchange. Has anyone used this type of information to identify the perpetrator and bring them to justice? The exchange makes it pretty clear they will provide account details with a court order.
