There are many fake characters using this fake bank in romance scams.

One of them claims to be:

Arthur Finnegan
Fake addresses used:
12 Ovington Gardens, Chelsea, London SW3 1LZ, UK
The Ellington 100 West 52nd Street New York, NY 10016
12 Ovington Gardens, Chelsea, OHIO SW3 1LZ, USA
14 Jurong Lake Link 648157 Boon Lay /Jurong / Tuas (D22)
Email addresses used:
arthurfinnegan@gmail.com
arthurfinnegan14@gmail.com
finneganarthur67@gmail.com
finneganarthur15@gmail.com

The fraudster pretends that he cannot access his bank account while traveling abroad.

After romancing the victim, the fraudster asks her to log in and see his bank account and transfer money to her bank account, as a proof he cares for her and he wants her to have a good life until he manages to return and meet her.

The transfer will be not going through and the bank account will be blocked because it was accessed from a different area from the alleged scammer home location.

The scammer will not directly blame the victim for that, but he will use it as a pressure point, the victim feeling obliged to send the money the scammer is asking for with the promise he will pay back as soon as his work abroad is over.
