The scam is a lottery type targeting victims in South Africa. The victim receives an SMS, saying that they must call the sender at a given phone number to claim their prize in a yearly RICA promotion. This scam has been ongoing since 2011, the same year RICA was implemented.

What is RICA?

The Regulation of Interception of Communications and Provision of Communication-Related Information Act 70 of 2002 (“RICA”) came into effect on the 1 July 2011. This happened against the background of a rise in organized criminal activity caused by sophisticated communication technology such as mobile telephones, satellite communications, email and other computer related communications. The legislature found it necessary to enact an act to combat such crimes and further assist the prevention thereof.


In other words, a law created to stop abuse and protect consumers against fraud is used as a pretext for fraud.

After establishing the contact, the victim is asked how he / she want to receive the prize. There are two options: a cheque sent with a courier or a direct transfer to the victim's bank account.

The victim is also asked to provide a bank account where the money would be supposedly delivered.

In both cases, a delivery company is used for delivering the prize. The victims are asked to pay R2,750 for insurance and courier delivery.

The fake site claims to be Rica Promotions & Courier Services.
