To what I know, his friend asked her if she can receive the package and tell hem to pay first the taxes, and his friend will pay her once he arrive in our country. I think the package is supposed to be for a client of his friend here. That's the story I know.

Your friend is more than likely involved in a romance or 419 scam where the scammer is sending a package by fake courier. If they send the money then more money will be asked for. If they pay that money then more will be asked for. The scam doesn't end until they stop paying or are broke.

Then they will often get an E-mail from someone claiming they have opened the package and discovered the contents of money or whatever they are being promised. They will claim to be from some form of Law enforcement agency. They will then try to extort more money from them under the threat of arrest if they do not pay.

Your friend should stop all contact with the scammer and any associates.
They will all be part of the scam.
Do not tell them they know they are a scammer.
Then be careful of any new contact from anyone they do not know.

If they have sent money to the scammer then they should file a fraud report with their local police.
Then take the police report to wherever they sent the money through and try to get any payments reversed.
