That is pretty typical of romance scams.
Scammer falls in love.
Scammer sends a non-existent package using either a fake courier or a fake diplomat.
The package gets stopped at a border somewhere and money is needed to get it released.
If the victim sends the money more money is asked for.
Wash, rinse, repeat until the victim is broke or stops sending money.
Then the victim is often contacted by a fake law enforcement entity.
They state they have examined the package and discovered the contents.
They then try to extort more money from the victim under the threat of arrest if they do not pay.
