My friend is talking with the following individual and though they have not sprung a scam trap yet I do have my concerns since she has had a few scam accounts try to scam her in the past. Currently using the quarantine as a reason to not meet.

I searched the information you posted. I did not get any hits to known scammers. I'm concerned about the fact they are using two proper first names "Donald" and "David" for their name.
Also being an Engineer is suspect. Especially if he's one in another country working on an oil rig or other big project and cannot get access to his bank account therefore needing your friends money to help.

The easiest way to know if they are a scammer is this:

Anyone your friend has never met in person face to face but only through the internet who asks them for money no matter what the reason will be a scammer 100% of the time.

Any chance of getting some sample E-mails?

He sent her the following and now I smell scam worse. I'm sorry for the flood of post. I tried a reverse image search and got nothing.

That "Certificate of Contract Award" does not really exist, except in the minds of scammers. It is a figment of their imaginations, designed to make their story look legitimate. Tell your "Friend" to stop talking to him immediately. Do not wait for his money request, as waiting until then may be too late. It may not help the other victims of the scammer, as he will change his profile, taking his victims with him.

Please tell her to come to our website and read all the announcements, and "lightbulb" topics in our Romance scams section of the forum. By reading these, she will immediately know if her "love" is a scammer.

This guy is definitely a scammer, so stop talking, and break all communications is the best course to take.
Do not tell him he is a scammer, or that you are reporting him here.

I'm trying to help her out. But she's lost in this delusion of not wanting to be lonely. I get the "Let me be happy" line from her and I'm afraid of what could potentially happen to her. I'm an empath and everything that my friends go through I can feel. I'm her emergency contact and I dread getting the call one day she's done something drastic because they (emotionally) hurt her.

Have them come here and read , The post scam stage - waking up to reality.
If she won’t read it here, print it out and show it to her.

Ask for help by the police.
She is paying for lies, for abuse. He will attempt to get her naked and then blackmail her to get money. Everything he says are lies down to the last detail. We know these pictures are abused in scams, so why won’t she listen?
Go to the MUGU section and look at the real faces of the scammers who are doing these scams.

Sometimes if they refuse to listen they will eventually. Ask her how she would like to go to jail for money laundering other victim's money for the scammer's "Clients?" Be there then.
