What country/city were you told to send the money to?: US
How were you to send the money ?: Western union
What steps, if any, have you already taken to block the scammer?: I sign out everytime i use it. Off notification.
Are there any other details you wish to share? Anything you say may help prevent someone else from being scammed.: Am not sure if this is a scam. Can u help me determine this. No money sent yet.

The site you mentioned, Charteredbak.us, is a fake one, pretending to be a financial institution named Chartered Bank. Anyone asking you to contact that fake bank is a scammer. They will ask you to open a bank account there. You will need to pay a fee for activating that bank account.

The bank is not real. "Ecker jr Lawrence" is not real.

The only contact on the fake site is the email address support@charteredbak.us.

The fake bank mimics Standard Chartered Bank and was recently registered in Nigeria:

There is a second fake bank pretending to be the same institution, registered by the same fraudster a day later. The only difference is the email address for a contact: support@charteredbanks.us.

The picture the fraudster uses is stolen and it was reported numerous times for bieng used in romance scams.

Currently on POF using same name (2021)
Wants you to install an online banking app called
MoCaFi so he can supposedly send money. Suspect wants to use victim to receive stolen funds to forward back.
Phone screen shot that was sent it appears they are using a SIM card for a phone company located in South Africa called MTN
Using hangouts address: ldeem3@gmail.com
Identifies self as Lawrence Ecker, Sr. And states in location of Yakima, WA, USA. Name search only pulls up a Junior in Michigan location.
LinkedIn has 3 profiles using same photos in various professions posing as a a real estate broker of a IT company based if SF, a civil Engineer in MI, a world missionary and church planter.
Claims to be a Chief Engineer for a Mediterranean Shipping Company this time around.

Is there any more information concerning the scammer you can add?

E-mails, E-mail addresses, Photographs and fake Documents, Phone numbers, Fake websites, & places you were asked to send money like Western Union or a bank account?
