The victim was in contact with a scammer using the same fake identity of William Zoltan Apro. He claimed to be in Afghanistan and he was asking for the victim to receive a parcel from him. The parcel was delivered using the services of a company called Costarcs Diplomatic Courier Services.

According to the courier site:

Costarcs Diplomatic Courier Services is an International Freight forwarding Company in the world. It has formed in the year 2004 with a dedicated team of professionals having wide experience in the field of freight forwarding.

Simply use our U.S. address as your own. Once your package is delivered to us locally, we then forward your shipment directly to your country.
