I have a loved one that I feel might be the subject of a romance scam. The man lives outside the country and is asking her for money. I have a limited amount of his contact details.

Sidney,

try, please, to use the email address in my signature line (below) and send me the details you have. We can not say anything more at this stage - but the fact he is abroad and he is asking for money is usually a clear scam /fraud sign.
Help yourself by helping others - report your scammer here.
Google can be your best friend;use it if you have doubts about someone met online. If someone met online only asks for money, no matter what reason, it´s 100% scam.

I too have a relative, sister, who is being scammed again. I have very limited information. Who do I send it to?
I am attaching image from Facebook. My sister has been scammed before. I can't reach out to find out more because she
shuts down. She is learning disabled and wants desperately to be loved. She lost her house and is living in a garage in XXX and has very little money but will send anything she has. This scammer has a Facebook account and I am guessing that they are both on the Richard Marx facebook page.

I don't know what to do so I am reaching out. I found your info on an article posted on PRI ( Public Radio International)
