Listen, i don't want you to get yourself into any form of trouble with
the government because of this certificate. Homeland security official
will contact my office tomorrow and ask for progress, i assure you
that they will not be nice treating your matter if they find out that
you are not following instructions to get the certificate.

I do clearly understand your email, but as it stands, the only thing i
can do for you is to ask the issuing officer if you can make the
payment instrumentally which i will now ask you to let me know how
much you have, so that i can talk to them.

This is for your own good and i do hope you revert back immediately
with a positive answer.
