The victim met the scammer on a Russian social site. According to the fake profile used there, he claimed to be:

He was using the email address adams07fields@gmail.com. He claimed to be a military pilot, on duty in Kabul, Afghanistan, widower, and having a 9 years old daughter.

After the romance developed through emails, he wasked the victim to contact his commander, to obtain the basic travel allowance needed for him to visit the victim:

You can send this e-mail usa_army_peacekeeping@usa.com which was pegged at www. usarmy-syria.ml. You will have to pay a little money, but it will be returned back to you when I leave the camp ,,, is to convince them that you can take care of me because they know me on your behalf.
